Ich habe trotzdem heruntergeladen, die Datei dann mit Windows Defender überprüft und keine Viruswarnung bekommen.
Danach habe ich mit Windows Defender eine Schnellüberprüfung des PCs durchgeführt, ebenfalls 0.

That file is an exclude for the default roads.
Why do you think it? any proof?

I believe egllvtpxx.bgl is defect.
Whereas egllvtp.bgl is readable by all my tools (BGLanalyzer, SBuilder9) and contains some roads, 1 Lane, asphalt (1159) around the airport, (and nothing else), egllvtpxx.bgl is not readable besides with "TinyHexer". TinyHexer shows similar, but less data and "1162", which could mean "Road, concrete, 2 lanes".
I attach 2 pics with and without egllvtpxx.bgl, I could not find any difference.
I would suggest to deactivate egllvtpxx.bgl.

I do not doubt about your description of the problem.
I use EGLL X too and have also very bad frames.
So I will test your solution and would be glad if it works for me too.
Anyway it is an interesting problem which needs an explanation.

Das solltest Du wirklich nicht so sehen 
wenn ich ab und zu beschreibe, wie ich meine chaotische Scenery anpasse, um Deine Perlen genießen zu können, soll das nur ein Hinweis für andere sein, wie man so vorgehen kann.
Aus meiner doch langjährigen Erfahrung weiß ich ganz sicher, dass keine Installation der anderen gleicht.
Deshalb lehne ich auch "Installer" ab, denn nur ganz wenige Designer sind in der Lage, so etwas "neutral" hinzubekommen.
Da schlägt meistens irgendeins von "Murphy's Laws" zu.

Okay, here is my opinion about landclass files.
A landclass BGL, named whatever, will cause a crash if it is in a scenery folder with a texture folder.
No doubt about it.
But no VTP bgl is a Landclass BGL.
Sbuilder9 shows the properties of the VTP BGL, if you load it by "append".
LWMViewer 2.0 shows the landclass.
A VTP (Vector Textured Polygon) can be something like a background of an airport or a line like a road and will never crash FS9.

Um diese schöne Station sehen zu können, war bei mir wieder ein Flatten erforderlich.
Die paar Autogen Objekte auf der Bahn habe ich dann mit einem VTP Polygon entfernt.
